MINUTES OF THE BROCKLEY PARISH COUNCIL MEETING HELD ON THURSDAY 18TH SEPTEMBER 2025 IN THE VILLAGE HALL, BROCKLEY AT 7.00PM

To Approve the Minutes of the Parish Council Meeting Held on Thursday 24th July 2025
Proposed and seconded that the minutes of the Parish Council meeting of the 24th July 2025 are approved – all in favour.
Matters Arising from the Minutes
Suffolk Highways are not happy at the way City Fibre have left the road and pavement at the beginning of Mill Road and have been asked to return and repair the surface to a proper standard; in respect of daffodils being dug up as part of their road works, City Fibre have now supplied two large bags of daffodils; two potholes in Cooks Lane have as yet not been repaired; tree works have been completed but disappointed with the finished result; the use of e-scooters in the village, residents should inform the police of their concerns; Cllr Pugh will be using her locality budget to fund this year’s ‘Carols around the Christmas tree’ event including mince pies and mulled wine.

Finance
Balance as of 12th September 2025 stands at £13,746.82 with one cheque outstanding of £250.00

Balance following approval of cheques £12,293.64.
Owing to the non-arrival of the defibrillator pads, payment to Community Heartbeat was deferred at present, Cllr Wymer to contact the company.
Anti-Social Behaviour (Glemsford Parish Council)
To be noted: Glemsford Parish Council have advised they are experiencing an increase in anti-social behaviour due to asylum seekers being accommodated in the village.
Children’s Playground
Following regular playground inspections undertaken by Cllr Tyler and WSC, the grass area which contains the swing and picnic table was identified as requiring attention. Councillors agreed to seek the cost of replacing the grass with the same bonded mulch as the rest of the surface. A small working party to be set up to remove the rubber matting and prepare the surface.
Risk Register
The following points were highlighted: Code of Conduct, Asset Register and Defibrillator report to be agenda items at the November meeting. The yellow lines at the bus stop are on the list to be painted, a request to Highways to spray the weeds along the pavement by the bus stop has been submitted. Overall positive feedback for the village newsletter, new advertising rates were discussed and approved. Residents running a business to have a discounted rate and non-residents will pay a slightly higher fee, local/village events will continue to be free.
Correspondence
West Suffolk Parish and Town Forum – 21 October 2025 at West Suffolk House, Bury St Edmunds commencing at 7.00pm.
Anglian Water will be closing their two construction points on the B1106 they created when putting in the strategic pipeline. To be carried 26th-29th September, also included will be the smoothing of the raised hump in the road.
