MINUTES OF THE BROCKLEY ANNUAL COUNCIL MEETING HELD ON THURSDAY 22ND MAY 2025

Election of Chairman
Proposed by Cllr Baber, seconded by Cllr Driver that Cllr Wymer be re-elected for 2025-2026.
Election of Vice Chairman
Proposed by Cllr Wymer, seconded by Cllr Driver that Cllr Baber be re-elected for 2025-2026.

None received.
To Approve the Minutes of the Parish Council Meeting Held on 20th March 2025
Proposed by Cllr Hudson seconded by Cllr Tyler that the minutes of the meeting of the 20th March 2025 are approved – all in favour.
Matters Arising from the Minutes
Highlighted as a risk in the playground inspection report, Cllrs Tyler and Holmes have raised the height of the slabs before and after the gate, the cost of painting the fence was seriously underestimated, therefore, an overspend; a no dogs sign yet to be purchased; the agreed budget of £250 for VE Day came in overbudget; update on the Land Registry map will be discussed in the closed section of the meeting; a proposed footpath alongside the village green to be included on the July agenda.
Public Forum
A question was raised whether the humps on the B1106 installed whilst the strategic water pipe line was being laid are to be removed. In response, County Cllr Bennett said these should only have been temporary during the duration of the works and asked to be advised if not taken away. Cllr Wymer to contact Anglian Water.

Proposed and seconded that the payments as per the schedule are approved – all in favour.
The Annual Governance paperwork for 2024-2025 was unanimously approved and signed by the Chairman and Clerk.
Out of Control Dogs
The parish council has received reports of dogs running out of control along Mill Lane footpath and across farmland. The dogs are entering gardens and have been reported as biting walkers. Although this matter is not the responsibility of the Parish Council, it was agreed to purchase and erect signs at the beginning of Mill Lane footpath and towards the small bridge asking for dogs to be kept under control – all in favour. Cllr Wymer to action.
Risk Register
Defibrillator: Cllr Wymer to speak with the Clerk.
Elections: Cllr Wymer advised Councillors she will be stepping down from the Parish Council next May. Cllr Baber also will not be seeking re-election. An agenda item in July ‘to discuss how the Parish Council can be future proofed going forward’.
Insurance: To be documented that the speed indicator device is to be insured.
Playground maintenance schedule: Cllr Tyler to carry out weekly playground inspections using the ROSPA template. As a standing agenda item, reports to be presented at each meeting.
